In case this catches anyone, you have to, in the PC Steam Client window, *pull up the pop-up menu that is right above your actual game list on the LEFT*, below all the real menus and right above the game-name text-search field. I was fiddling around in the upper two rows of menus for a while trying in vain to find what you were talking about heh.
